The Law!
As of January 1, 2000, anyone obtaining water for economic use or performs services on a well or pump system for profit is considered a well driller and is required to register with the NYS Department of Environmental Conservation (DEC). Anyone who works on a well or well pump, whether for new installations or repair, is considered a well driller and must be registered, certified and licensed for such work. Barber & DeLine is a fully registered, certified and licensed water well and pump installation contractor; NYRD License No. 10110. In fact, our personnel were nationally certified, as required by NYS Law, 15 years prior to New York enacting the Law. Additionally, one must obtain a Well Permit prior to drilling a well and submit a Well Completion Report to the DEC and property owner upon completion of the well / pump installation.

 

Well Drilling – Start to finish

1. Contact us for a free on site review and consultation of your project. Our staff will schedule a convenient time to meet you at your property.

PLAN AHEAD! A well should be one of the first things completed in any construction project. Drill your well as one of the first steps and you will eliminate the unknown factor of the project and you will know the amount of water available at your property. This allows you to design the pump / water system and budget the remainder of the project.

 

2.During our site visit we will review and discuss:

Location:
Our representative will discuss the location of your new well based upon site conditions, and NYS Department of Heath requirements, including location of your home, driveway, septic system(s), property lines and other future plans for the property that you may have. We will also take into consideration and discuss the geology of the site and the approximate depth that your well may need to be drilled. We will also discuss the best equipment for your project.

Water and Pump System Requirements:
Our representative will discuss your water requirements, well sizing and a preliminary pump system design based upon your current and future water needs. We offer the complete system from well drilling to pump installation. Upon completion of the well installation, our experts will prepare a formal pump system design and estimate specifically for your new well.

Barber and Deline ServicesOnce you have decided to retain Barber & DeLine as your well driller:
Contracting / Scheduling:
Our representative will stake out the proposed well location with you. We will discuss our rates specifically for your location as well as our standard Well Drilling Contract and terms. Per NYS General Business Law, any project over $500.00 is required to have a contract for the service(s). A contract protects both you and us and details the work to be preformed and at what rates. A contract also insures no hidden surprises or rates. Upon contracting, we will provide you with an approximate drilling schedule

Well Permit(s):
The Law; As of January 1, 2000, all well drillers in New York State shall obtain a Well Permit prior to drilling from the NYS Department of Environmental Conservation. Barber & DeLine will obtain this permit for you as well as submit a DEC-required Well Completion Report to the DEC and provide you with a copy for your records. Cortland County also requires a Well Permit that is obtained from the Cortland County Department of Health, Environmental Health Division and can be obtained by the property owner or by us. Cortland County is the only county in Upstate New York to require a Well Permit on a county level.

 

3.Well Drilling and Installation:

Our equipment is designed to drill a well in one day. Upon mobilizing to the project site and setting up, we advance heavy wall steel casing with a protective drive shoe to bedrock or the bottom of the hole (sand and gravel water bearing strata); whichever is first.

 

Residential Well in NY

If the well is advanced into bedrock, the drive shoe and casing are seated into the bedrock to seal off the overburden and any surface water from seeping into the bedrock borehole which could contaminate the well. An open borehole is drilled into the bedrock to a depth where we can obtain a steady, adequate supply of water.

If we are unable to achieve a suitable flow, we may decide to develop the bedrock portion of the well bore. Bedrock Development forces water under high pressure (1500-3000 psi) into the bedrock below the casing. This process breaks apart and opens up fractures where water may be restricted from entering the well bore thereby allowing better flow. This process is 98% successful in obtaining additional water. Upon completion of the drilling process, the well is developed to remove the largest amount of fine sediment from the well. At this time, we will calculate the volume of water the well is producing. Upon completion of the development and removal of the drilling equipment, an aluminum sanitary sealed, vented and vermin proof well cap is installed on the well. This type of well cap is recommended by the NYS Department of Health, Cortland and Tompkins Counties to protect your well.

 

4. Well Completion Report:
As required by Law; we submit a Well Completion Report to the DEC and property owner upon completion of the well / pump installation.
